As well as give some consideration to just how such an initiative might be formed? There are quite a few projects and organizations working at the state and local level. We work pretty closely with each of them: GOSCON is a very successful annual event run by Deb Bryant at the Open Source Lab at Oregon State. Historically, it's been focused on state and local efforts: http://www.goscon.org/ CivicCommons is relatively new effort to create and open source stack for munis. They'll be announcing their projects this Tuesday, actually. Pretty exciting stuff: http://civiccommons.com/ Civic Commons is run by two organizations that you'll certainly be interested in: OpenPlans (http://www.openplans.org/) and Code for America (http://www.codeforamerica.org) Speaking of OpenPlans, I think you'll be really interested in the Open311 project, if you haven't yet heard of it: http://open311.org/ There's also a great deal of activity under the Sunlight Labs umbrella, here: http://www.sunlightlabs.com/ I've been particularly interested in the issue of government-hosted open source projects, and all the ethical, legal, and logistic issues involved.
