Hello there.  Among others, I have to applaud the open source work being 
done by the participants at the federal level.  The potential is clear 
to a lot of us.

(I'm a  software developer specializing in free open source public 
safety applications, specifically Computer-Aided Dispatch.)

But while there's only one federal government, there's 3000+ local 
entities - all in essentially the same business!  And presumably running 
the same categories of applications.  How can you not come to a 
conclusion that there's massive opportunities for improvements in 
effectiveness and cost reductions?

Perhaps I've missed it, but I see no comparable initiative at the level 
of local government, despite - IMO - its greater potential than at the 
federal level.

If such exists, would you share any information you might have?  As well 
as give some consideration to just how such an initiative might be formed?
